As I said, these people would not have a vote: they would only speak for their respective boards, only give them an outlet. The boards would still not have a vote, and the actual spokesperson would retain their vote for their official board.

perhaps a rep can have represent multiple boards with one vote?

maybe they have 1 main board plus others, and the others are distributed if a new rep comes along? then again, that could get hairy
